The Olmstead ruling concluded that it is a violation of the Americans with Disabilities Act to discriminate against people with disabilities by providing services only in institutions when they could be served equally as well, or more effectively, in a community-based setting. The concept of community integration has generally been thought of in terms of greater "physical presence in the community" and the subsequent focus on closing psychiatric hospitals and reducing the number of people who are institutionalized. |
